PARISH COUNCIL NOTES
From the meeting held 5th July 2001 in the Village Hall


Matters Arising from last meeting
Clay Street - It is hoped to do some ditch clearing when building work has finished.
Path to school - No report from WCC has yet been received. The contractors, Ringway Parkman, are to carry out a study and report on feasibility and cost; there is a possibility of a traffic light-controlled system in Common Road to facilitate a footpath.
Rights of Way - WCC have stated that all RoW shall be opened from 6th July 2001. Reasonable diversions could be discussed with WCC. Any complaints to WCC.

Skateboard facilitySkateboard Park
The park is now in use and being enjoyed by local youngsters. There have been some problems including litter and bad behaviour, some of which caused by those from nearby villages. P C Day is to check the park regularly and the Memorial Ground Management Committee to erect a notice of conditions of use. The possibility of erecting floodlights to be investigated in six months' time.

Environment
It was noted that BKG are again parking trailers on the old garage site in Common Road. SDC are still looking into the legality of this.
Low flying helicopters - Clerk to report to MoD.

Biffa Grant
Still awaiting written confirmation of the grant.

Planning
Biffa Waste site - there has been a modification to the pre-settlement waste infilling contours. The Environment Agency have agreed Biffa will be allowed to fill to higher levels as, due to large amounts of gas, more settlement is taking place. The Parish Council have written to express their extreme concern about the increase in traffic to the site this will cause. The Chairman is to attend the first meeting of a liaison group involving the Road Haulage Association, WCC, Hampshire CC, and others to discuss heavy traffic on the A27. (Post meeting there is to be a traffic survey in September on the A27).
Application for 5 dwellings on BKG site - the PC have recommended this be refused as this is outside the Housing Policy Boundary and it is not a redundant brownfield site nor are the buildings of architectural merit.
Cowesfield Nurseries - visibility splays have still not been satisfactorily installed despite a small amount of work done. To be pursued by SDC Enforcement.

Village Hall Committee
A meeting had been held during the first week in July but the Parish Council representatives had not been informed about it and so did not attend. A request had been previously been sent from the PC that PC reps. be informed of each meeting. Clerk to investigate why this had not happened and to ask for the dates of meetings over the next year.

Election of Parish Council Representatives
Following the elections at the AGM, Cllr Morrish found she had to resign from the Planning Committee due work and personal commitments. It was proposed by Cllr LeQuesne and seconded by Cllr Bray that Cllr Billett fill the vacancy on the Planning Committee. All were in favour. The Planning Committee now consists of: Cllrs LeQuesne, Green, Billett and Beauchamp.

Funding for classroom extension at School
The Chairman of the Governors made a presentation about the need for an extra classroom; £40,000 is needed in total. There was some discussion about the legality of the Parish Council donating money to the school. The Finance Committee will meet to discuss further after some investigations have been made and they will report to the Parish Council.

Parish Council Website
No progress has yet been made due to holidays and computer problems; however it is still planned to publish the Parish Council notes on the website when possible.

Next Meeting
To be held on Thursday, 16th August, 2001 at 7.30 pm in the Village Hall. Villagers may speak at the discretion of the Chairman. Please contact the Clerk or any Parish Councillor if you can't attend and wish to raise any village matter.
