PARISH COUNCIL NOTES
From the meeting held 20th September 2001 in the
Village Hall
Matters Arising from last meeting
Safe walkway to the school - a report on
proposed scheme should be received from Ringway Parkman
by end September. As agreed at the last meeting, a new
planning application for the land adjacent to the Surgery
has been submitted to SDC with access through the Surgery
car park. Also an appeal has been made to the Planning
Inspectorate on the SDC refusal on the original planning
application on the same site. SDC Enforcement are
investigating the large camper van which has been noticed
parked on a site adjacent to Brickworth Road. WCC
Highways have been informed of the poor state of repair
of Newton Lane.
Environment
Footpath 1 from Rose Cottage to Whelpley Farm is
blocked at the start. The owner has promised to cut it
back. Also footpath 8 from Common Road to Doves Lane is
difficult to use due to a paddock fence that has been
erected; owners informed of this.
Planning
It was agreed at the last meeting that
landscaping work at the Moor Farm site for sand
extraction and waste disposal could start this autumn,
provided that WCC also agree this. It was noted that one
of the conditions of the planning permission involved
moving earth and it was recognised that some of this
would be necessary for the landscaping work. Some errors
in the landscaping plans have been agreed by the
operators and will be rectified.
Police report
A report from the Police Community Consultative
Group (PCCG) was heard. Crimes in the area overall are up
9%, although violent crime is down 3%. Domestic
burglaries are up 17% but mainly due to
"prolific" offenders. A mobile police station
will come to the village at PC Day's request; it can
provide information and low-level police operations.
Wiltshire will be extending the use of speed cameras,
although Whiteparish is rated as a low priority (not a
well-known accident site or a site rated as a potential
accident site). However the village will continue to have
occasional spot checks on speeding. There is also a new
project using a laser speed checker and camera from
unmarked vehicles designed to catch speeding motorcycles
as they are a high accident risk. It was agreed that
Whiteparish should host a PCCG meeting in 2002; date to
be advised.
Proposed New Forest National Park
It was agreed that the PC continue to recommend
that Whiteparish be excluded from the proposed New Forest
National Park. Comments on the proposed special
arrangements for the national park are to be submitted;
the main point to be that members of the governing body
should be elected not appointed by government bodies.
Funding for classroom extension at School
The payment from the PC has now been made. The
PC does not have the power to make loans to any
organisation.
Correspondence
In reply to a consultative letter on the number
of magistrates courts available in Wiltshire, it was
agreed to reply that there should be a courthouse in
Salisbury capable of handling the full range of crimes
(which is not the case at the moment).
A response had been received from Biffa Waste Services to
the Small Area Health Unit report on the risk of adverse
birth effects associated with proximity to landfill
sites. Biffa is concerned that misinterpretation of this
report could lead to unnecessary anxiety; although there
is a statistical link showing a slightly higher risk than
normal of birth defects within 2km of a landfill site,
this is not necessarily the cause and more research is
needed.
Village Hall/Sports Pavilion
Following some comments received from villagers
on the proposed new sports pavilion and the possibility
of a new village hall, an enquiry to be made to the
Charity Commission as to how the objects of the Memorial
Ground Trust could be altered to allow a new village hall
to be sited on the recreation ground.
Next Meeting
To be held on Thursday, 1st November, 2001 at
7.30 pm in the Village Hall. Villagers may speak at the
