Whiteparish Parish Council

PARISH COUNCIL NOTES
From the meeting held 1st November 2001 in the Village Hall

Matters Arising from last meeting
Safe walkway to the school - WCC have requested changes to a report on proposed scheme by Ringway Parkman. Footpath 1 alongside Rose Cottage has been cleared; further up the path to be investigated. Following advice from the Charity Commission and requests from the public, the Memorial Ground Trust, the Village Hall Committee and the Parish Council are to have a meeting to see if a way forward can be found so that a new village hall could be sited on the Memorial Ground. If general agreement can be reached in the village, Charity Commission to be contacted again. SDC Planning Enforcement have stopped the construction of an unauthorised building at Harestock and thanked the Parish Council for notifying them about it. Camper van is still parked on a site adjacent to Brickworth Road and SDC Planning Enforcement are pursuing this.

Environment
Footpath 2 from the A36 to the A27 is impassable; to be reported to the owner of the land. The footpath from Dean Lane to Miles Lane is being used by horses; it is not a bridleway. To be investigated.

Skateboard Park
Reports of bad behaviour received. The Memorial Ground Management Committee to investigate filling in the sides of the skateboard equipment. PC Day to be contacted to continue to monitor the situation, particularly regarding reports of drug taking. Any members of the public are asked to report any bad behaviour via 999 calls.

Planning
There has been a planning application to convert redundant farm buildings on Miles Lane at New Manor Farm to a residential dwelling. The Planning Committee objected to the size and siting of the garages/stores block and felt that this block should be moved away from the road and should have a condition attached to prevent possible use for business in the future.

Police report
The next Police Community Consultative Group meeting to be held on 31st January 2002.
Following a comment that Somerset have trained villagers to use laser speed check "guns" to monitor traffic speeds, PC Day to be asked if this is possible in Whiteparish.

Proposed New Forest National Park
The Countryside Agency are to decide the next step by the end of the year. If there is to be a public enquiry, it will be in autumn 2002. The PC have proposed the exclusion of Whiteparish from the National Park, as have SDC.

School Governor representative report
The School Building committee had carried out an inspection; the only unsatisfactory area was the boys' toilets. This to be rectified when the extension is carried out. An open evening is to be held in January 2002. In response to a request for help in stewarding the school fireworks display on 10th November, two Parish Councillors offered their services.

Correspondence
Wilts. & Swindon Waste Local Plan 2011 First Deposit Draft has been received and is being circulated for comments to the PC Environment Committee. The Chairman is to attend the nearest Community Liaison Event in Amesbury on 14th November.
Invitation to a Parish Council Liaison meeting with SDC received for 5th December; Chairman and Clerk to attend.
A request for a bus shelter for school students outside Brympton Stables on Common Road had been received; it was decided not to support this as there are other places where other, larger groups have to wait in the village and also there would be problems in cleaning and maintaining another shelter.
In response to public concerns that yellow "no parking" lines were planned in the village outside the shop, it was emphasised that there are no such plans.

Finance Committee
A meeting of the Finance Committee to be held at 7.30 pm on Thursday, 13th December, in the Village Hall before the full Parish Council meeting at the later time of 8 pm. The budget for next financial year to be discussed. Members of the public are welcome to attend.

Next Meeting
To be held Thursday, 13th December, 2001 at 8 pm in the Village Hall. Villagers may speak at the discretion of the Chairman. Please contact the Clerk or any Parish Councillor if you can't attend and wish to raise any village matter.
