PARISH COUNCIL NOTES

Matters Arising from last meeting
Safe walkway to the school - A suggested traffic scheme for Common Road had been received which allows a walkway to be constructed. It includes part-time traffic lights making the section from The Banks to Rose Cottage one-way. (Provision will be made for residents accessing properties within the scheme). This is to be discussed further with WCC and the Parish Council welcome any comments from villagers, particularly residents of Common Road. Possible siting of a new village hall on the Memorial Ground - Following advice received from the Charity Commission, a private meeting is to be held on 10th January 2002 between the Village Hall Committee, the Memorial Ground Trust, the Memorial Ground Management Committee and the Parish Council to discuss this. Camper van sited on a field adjacent to Brickworth Road - SDC Enforcement are satisfied that no-one is living in it. The owner of the field has promised to demolish the concrete block building, picket fence and dog kennel which had been illegally erected by the previous owner. Footpath from Dean Lane to Miles Lane being used as a bridleway - still being investigated. Councillor Lorraine Morrish has regretfully tendered her resignation from the Parish Council due to increased personal commitments. The vacancy will be advertised in the normal way. PC Day has stated that there are as yet no plans to train villagers in the use of laser speed check "guns"; Salisbury Traffic Dept. are awaiting results of a pilot scheme.

Finance
The Finance Committee recommended that the precept for 2002/3 should remain at £12,000. This allows for usual expenses plus a reserve for projects. This was agreed by the full Parish Council.

Environment
Footpath 2 from the A36 to the A27 is still impassable; to be investigated further. Two missing footpath signs to be reported to WCC. A possible blocking of footpath 6 from Common Road to Blaxwell Lane being followed up. A letter to be sent to the person who, is it believed, accidentally damaged the seat in Clay Street asking why it has not yet been repaired.

Skateboard Park
PC Day keeping an eye on the situation regarding drug-taking. He believes he has eliminated the problem, at least for the time being. He is making investigations as to who is bringing drugs into the village.

Planning
Following the Parish Council application for planning permission to build a residence on the land adjacent to the Surgery, it was agreed, following discussion, to make a new planning application which would site two properties there. This is to raise the rest of the money needed for the new sports pavilion; the site is within the Housing Policy Boundary. It is also proposed to apply for permission to make an access driveway along the fence (north/south) just outside the car park. This driveway would remain in Parish Council ownership and be under the control of the Memorial Ground Trust.
Following many adverse comments received on the appearance of the three new houses being constructed on the old Dartwest Signs site, SDC Enforcement to be asked to check that the agreed plans are being adhered to.
The Parish Council have objected to a planning application for a new driveway into Cedars at Cowesfield Gate. The existing access is believed to be adequate and an additional entrance increases the risks of accidents occurring.
A new driveway into Brickworth Park has been constructed without planning consent; SDC Enforcement are following this up.

Police report
It was agreed that the Police report in Steeple and Street was very welcome and informative; more regular reports to be requested.

Correspondence
A booklet on how to organise Golden Jubilee celebrations to be passed on to the "Banyan Tree Club". A model code of conduct has been received; each Parish Council must adopt such a code by May 2002. Clerk and Chairman to receive training from SDC Legal Dept. about this.

Next Meeting
To be held Thursday, 17th January, 2002 at 7.30 pm in the Village Hall. Villagers may speak at the discretion of the Chairman. Please contact the Clerk or any Parish Councillor if you can't attend and wish to raise any village matter.
