Matters Arising from last meeting
Possible siting of a new village hall on the memorial ground - a report on the private meeting held 10th January has been published separately. The next step is for the Village Hall Committee to make its needs known to the Memorial Ground Trust. A question has arisen as to whether Capital Gains Tax is payable on the sale of either of the development sites (old village hall site and land adjacent to the Surgery). This to be investigated. Proposed scheme for walkway in Common Road - there is general agreement that traffic lights are not necessary or desirable. WCC Highways to be asked for their suggestions for a similar scheme without lights.

Environment
The person responsible for the damage to the seat opposite the school has contacted the Chairman and the Clerk and apologised for the delay. The damage will be repaired as soon as possible. The Chairman had attended a liaison meeting at the Biffa waste site on Pepperbox Hill; there had been two breaches of conditions in the last six months - both involving mud on the road. This to be rectified in future. The gas burners now work properly and complaints have decreased but this will continue to be monitored. At the present rate of fill, the site will be full in about two and a half years' time when the land will be returned to agricultural use.

Planning
The planning application for a new driveway into Cedars at Cowesfield Gate has been approved, despite Parish Council objections.
A planning application for change of use from agricultural to residential on land adjacent to 10 The Bramleys has been approved; footpath 6 from Common Road to Blaxwell Lane should not be affected.
SDC Planning Enforcement have reported that the three new houses being constructed on the old Dartwest Signs site have been built using the wrong plans; extra dormer windows and guttering have been added. This case will be referred back to the SDC Planning Southern Area Committee; the Parish Council will have an opportunity to comment.
There are no planning objections to the proposed nursery accommodation at the School; however councillors expressed concern at the increased traffic this will bring which may increase parking problems.

Parish Councillor vacancy
Due to a resignation, there is now a vacancy for a Parish Councillor. Anyone wishing to become a member of the Parish Council should contact the Clerk.

Major road maintenance A27 thro' Whiteparish
A highway design engineer attended to explain the proposed major road works, notified only a week ago to the PC. The entire carriageway from the western Whiteparish road signs to the Hampshire/Wiltshire boundary (approx. 3 miles) to be planed and re-surfaced; kerbing to be provided where there is currently none; footways will be constructed to connect up existing footways, providing a pedestrian route right through the village; a delineated parking area from "Moorhens" to the Fountain Inn to be provided, probably with a "give/take" system. Any property owners affected will be consulted about any slight changes/improvements to the frontage of their property. The work is due to start at the Hampshire end of the village at the beginning of March 2002. After four weeks or so, work will cease because, for about a month during April/May, re-surfacing work will be taking place at Wellow on the A36, which will be closed. During this closure of the A36, traffic from Salisbury to Southampton will be routed through Whiteparish. (Traffic from Southampton to Salisbury will be routed along the M27 to Cadnam and then through Downton and along the A338). When this diversion has ceased, work will re-commence in Whiteparish. The re-surfacing work will take about six weeks and the "civils works" will take about ten weeks to complete; these may run concurrently or consecutively so the maximum time taken should be sixteen weeks. Traffic will be controlled during this work by temporary traffic signals. We were assured that the work would be carried out as cleanly and quietly as possible, making the road safe by improving the surface and slowing the traffic down. Next Meeting
Villagers are very welcome to attend the Annual Parish Meeting which will be held on 7th March 2002 at 7.30pm in the village hall where they will be able to speak on any matter that concerns them. This will be followed by the Parish Council meeting. Please contact the Clerk or any councillor if you can't attend and wish to raise any village matter.
