Co-option to fill one Parish Councillor vacancy
Two people had applied for the vacancy and each made a short address to the Parish Council as to the reasons for wishing to become a member. A secret ballot of members was held and Mr. Gerard Downes was elected.

Election to fill second Parish Councillor vacancy
There were two candidates for the election to be held 4th April 2002: Mr. Quentin Hedley and Mr. Ian Scaife. During the meeting the former expressed his intention to withdraw his candidature for the election; this means that Mr. Ian Scaife is elected to fill the second vacancy.

Matters Arising from last meeting
Proposed scheme for walkway in Common Road - A letter had been received from WCC Traffic Engineer that such a scheme is not feasible or safe without traffic lights. He suggested that the School Travel Plan Adviser be consulted about the possibility of creating a footpath across the fields to the school. This will be done. Skateboard park - quotations awaited to fill in the sides. Missing/damaged fingerposts/road nameplates - to be re-reported as no action has yet been taken.

Environment
A list of jobs has been passed to the Parish Lengthsmen who will visit on 12th/13th March. This includes cutting down the brambles on the bank below the tennis court, cutting down a branch which hangs over Common Road, clearing various drain gratings and filling small potholes.

Planning
Moor Farm sandpit - two applications for modification of conditions applied to the Planning Permission for the site had been received from WCC. Legal advice is awaited on these matters by the Whiteparish Preservation Group. It was agreed to call an extra meeting of the Parish Council in order to co-ordinate a response by the due date. Site adjacent to the Surgery - a decision on the Parish Council application to move the driveway to the approved dwelling on this site a few metres east is awaited. Old village hall site - planning permission for four dwellings on this site has been received by the Parish Council. Enquiries are being made as to whether the access road into the back of this site can be used for these dwellings; the road is owned by Swaythling Housing Society.

Police
Crime in the Alderbury area is reduced compared with the rest of the area (down 12%). A pilot scheme is in progress in Wilton where police officers patrol on mountain bikes; it is hoped to prevent vandalism. Any requests for the mobile police station from which such patrols on bikes could be made will be favourably considered by the police. Speed limit enforcement and the use of a laser gun - the police will be more able to provide speedchecks using a laser gun in Whiteparish if a Special Constable can be recruited from the area. The next Police Community Consultative Group meeting is to be held in Whiteparish on 21st May 2002; everyone is welcome to attend. It provides a very useful face-to-face contact with police officers during the meeting, or privately afterwards. (Details in Steeple and Street).

Correspondence
It was agreed to continue making a grant towards the maintenance of the churchyard to the PCC. £500 for 2002 - to be continued in future providing the excellent work is maintained. Following a request from the Whiteparish Jubilee Fund (organised by the Whiteparish History Association) for a contribution towards the cost of the Jubilee celebrations in the village, £500 was approved. An entry in the Best Kept Village to be made. 6 oak barrels in the Rural Floral Enhancement scheme have been requested. A letter had been sent to Alderbury Parish Council deploring the adverse comments made in the Salisbury Journal by an Alderbury resident that Whiteparish had a drug problem caused by the skateboard park; this is most definitely not the case. New Forest National Park Designation Order 2002 - It was agreed to object to the proposed boundary which includes quite a large tract of land in the south of Whiteparish. Gerard Downes agreed to appear at any public enquiry which may take place and represent the Parish Council's views.

Possible siting of a new village hall on the memorial ground
A report on the recent Memorial Ground Trust meeting was received. They are quite happy to amalgamate with the Village Hall Management Committee; however a scheme must be agreed. The Parish Council agreed that the next step was to suggest to MGT and VHMC another joint session to discuss such a scheme.

Major road maintenance A27 thro' Whiteparish
Work will not now commence until early May 2002. WCC have decided not to include a delineated parking area in The Street or a "give/take" system.

Next Meeting
Villagers are very welcome to attend the next Parish Council meeting on 18th April 2002 at 7.30 pm in the Village Hall where they may speak at the discretion of the Chairman. Please contact the Clerk or any councillor if you can't attend and wish to raise any village matter.
