Matters Arising from last meeting
Proposed scheme for walkway in Common Road - It was decided not to pursue this scheme due to lack of support. Skateboard park - quotations still awaited to fill in the sides. Suggested new site for recycling skips at old sewerage beds in Newton Lane - SDC are investigating this suggestion and obtaining a costing for installing hard-standing.

Rights of Way
Complaints had been received that the stile on to the footpath from Blaxwell Lane to the A27 had been made dog-proof so that walkers could not take their dogs through. This has been done to make the field stock-proof; the Footpath Warden at SDC has been to inspect it and has agreed the measure. Walkers are reminded that on any footpath dogs should not be allowed to stray from the path.

Planning
Moor Farm sandpit - two applications for modification of conditions applied to the Planning Permission for the site had been received from WCC. An extra meeting of the PC was held 27th March when the grounds for objection were drawn up. Site adjacent to the Surgery - the Parish Council application to move the driveway to the approved dwelling on this site a few metres east has been approved. An application will now be made for a second bungalow on the site. Old village hall site - the access to the rear is owned by Swaythling Housing Association and there is no right of way. SDC and WCC Highways have raised no objections in principle to access from the A27, provided certain guidelines are followed but a new planning application will be necessary.

Police
A reminder of the Police Community Consultative Group meeting to be held in Whiteparish on 21st May 2002 in the village hall at 7.30 pm.

Correspondence
Rural Enhancement 2002 - four flower barrels have been approved and will arrive around late May.
WCC "Householders Guide for Emergencies" and "Emergency Planning in Wiltshire" booklets have been placed in the shop. Extra copies can be ordered by phoning 01225 713157 or e-mail johnedwards@wiltshire.gov.uk . Possible weight limit on A27 - the planned survey of traffic on the A27 will not now take place until September 2002; the delay is due to the planned roadworks.

Possible siting of a new village hall on the Memorial Ground
A joint meeting between VHMC (Village Hall Management Committee) and MGT (Memorial Ground Trust) and the PC was held on 27th March 2002. A report of this meeting has been separately published. After this the VHMC and MGT held separate meetings; each committee agreed that amalgamation of the two should not proceed until the design, siting and funding for a new joint building had been agreed. The PC is proposing another joint meeting as soon as appropriate.

Diversion of A36 traffic through Whiteparish
Many complaints have been received about the speed of traffic through the village, particularly at night. District Councillor Randall to follow this up with Robert Key MP. A request to be made to the local police for speed checks at night and also for flashing speed indicator signs. Also the A36 contractors to be asked to put more 30 mph and road narrows signs in place. Since the meeting the relevant authorities have been contacted but they have felt unable to respond to these requests. The contractors hope to complete the A36 works a week ahead of schedule. (Work started 8th April and was due to take four weeks).

Code of Conduct
The code drawn up by DTLR (Department of Transport, Local Government and the Regions) was adopted with effect from 1st May 2002. Each councillor must declare business interests in the village to the SDC Monitoring Officer by 29th May and sign a declaration to abide by the code by the end of June.

Reports from representatives on Committees
The MGT have agreed to tidy up the present sports pavilion. There has been an increase in dog fouling on the Recreation Ground; no dogs are allowed on the Ground and dog owners are asked to respect this health and safety measure. Reminder signs to be erected.
The VHMC have elected Mrs. J. Munro as Chairperson. Four broken windows to be mended. A quote for the repair of the roof had been received. SDC have still not repaired the potholes in the car park.

Next Meeting
Villagers are very welcome to attend the next Parish Council meeting on 30th May 2002 at 7.30 pm in the Village Hall where they may speak at the discretion of the Chairman. Please contact the Clerk or any councillor if you can't attend and wish to raise any village matter.
