From theAnnual General Meeting held 30th May 2002 in the Village Hall

Election of Officers
Vice-Chairman Roly Chalk resigned from the Parish Council and thanked his fellow members for their good fellowship.
The Chairman, Trevor King, was re-elected and thanked Roly Chalk for his very valuable support and contributions to the Parish Council over the years. John LeQuesne was elected as Vice-Chairman. Other posts were filled as follows:

Matters Arising from last meeting
Proposed scheme for walkway in Common Road - There is still interest in this scheme, 10 letters of support for traffic safety measures in Common Road have been received from parents and one from the School Governors. Salisbury Joint Transportation Team to be requested to give further consideration to a walkway in Common Road. There is a Working Group from the Freight Quality Partnership for Wiltshire dedicated to imposing a weight limit on the A27 and this will obviate the need for a weight limit on Common Road which has also been requested. A survey of pedestrian use of the A27 carried out by WCC showed no justification for a pelican crossing.
Request for 50mph speed limit on the A27 from Cowesfield to the Hampshire border - This was included by WCC in the annual Traffic Management review held on 6th March 2002. However, the DTLR have advised that a revised national guidance on the setting of speed restrictions will be issued within the next 12 months; an option being given serious consideration is the imposition of a national 50mph speed limit on A class roads (other than high quality). WCC have resolved to hold all such requests until the review due in 2003 after new national guidance has been issued.

Rights of Way
Footpath 2 from the A36 to the A27 is still blocked at A36 end; this to be investigated and also the use of the footpath from Dean Road to Miles Lane as a bridleway.

Planning
Moor Farm sandpit - two applications for modification of conditions applied to the Planning Permission for the site had been received from WCC. The SDC Southern Area Committee at their meeting in May did not support this application; it will be determined by WCC. The Parish Council are still seeking the classification of Moor Farm as an "inert" waste site rather than a "non-inert" site. Site adjacent to the Surgery - the Parish Council application for a second bungalow on the site is to be considered by Southern Area Committee on 6th June. Sports Pavilion - the application by the Memorial Ground Trust was approved in May with certain conditions.

Police
The Police Community Consultative Group meeting was held in Whiteparish on 21st May 2002. It was reported that the domestic crime rate (including distraction burglary) is up significantly and detection at a low rate. Please pass to the Police information on anything suspicious that you may notice, however insignificant it may seem. It may just matter. The volume of Class A drugs in this area has risen and the price has fallen; there is an attractive soft market here. Dealing with this takes police officers off the beat. The level of youth crime in Wiltshire has reduced by 5% and is generally lower than the level in other counties. There is a new Police Sergeant in Alderbury - Chris Bevan. He is to be invited to the next Parish Council meeting. The Community Safety Officer reported on the new strategy of targeting specific areas. These include: anti-social behaviour, help for vulnerable adults, bogus callers. The next Police Community Consultative Group meeting is to be held in September - please pass any items for the agenda to Cllr John LeQuesne. Such items can come from anyone in the village.

Next Meeting
Villagers are very welcome to attend the next Parish Council meeting on 11th July 2002 at 7.30 pm in the Village Hall where they may speak at the discretion of the Chairman. Please contact the Clerk or any councillor if you can't attend and wish to raise any village matter.
