PARISH COUNCIL NOTES

Matters Arising from last meeting
Proposed scheme for walkway to School - Cllr LeQuesne gave a report on a meeting between the WCC School Travel Plan Adviser, a member of the Salisbury Joint Transportation Scheme, two Parish Council representatives and the School Administrative Officer. It was agreed that the preferred route is to cross the road from the Surgery car park, go down the footpath opposite, turn left along immediately behind the gardens of houses facing Common Road and exit by footpath opposite the School. This would need the purchase of a strip of land one to two metres wide behind the houses. The executors of the estate to be approached.

Rights of Way
Footpath 2 from the A36 to the A27 is still blocked at A36 end alongside the farm buildings; this to be investigated . There is no evidence that the footpath from Dean Lane to Miles Lane is being used as a bridleway. A report of obstruction on the footpath from the top of Dean Hill to Bunny Lane, between Upper Cowesfield Farm and Bunny Lane, to be investigated.

Environment
PC Alan Day promised to report the missing fingerposts opposite the shop and at the junction of Parkwater Road/Common Road. Action had been promised on these signs by July. The Parish Lengthsmen are visiting the village at the beginning of August; they are to be asked to cut the brambles on the slope opposite the White Hart and to fill potholes in Dean Lane and Newton Lane.

Best Kept Village Competition
Whiteparish has won the large village category of the South Wiltshire District Area competition. The judges stated that the village deserves much credit for such a high standard after a period of high traffic volume. Particularly commended were the bus shelter and phone box, with tidy and up-to-date noticeboards, and the areas around both churches. Our thanks must go to Ted Lawes for his meticulous and excellent work at the bus stop and in the Memorial Ground which is much appreciated by us all. Also the PCC have attained an outstanding result in the maintenance of the churchyard. Whiteparish will now be put forward to the County-wide round of the competition.

Planning
Moor Farm sandpit - two applications for modification of conditions applied to the Planning Permission for the site are to be determined by the Regulatory Committee of WCC on 24th July. Prior to that there is to be a site visit on 22nd July and it was agreed that Cllr Peter Green represent the Parish Council. This visit is not open to uninvited third parties and no debate will be allowed. However, members of the public are allowed to attend the 24th July meeting and the Whiteparish Preservation Group are co-ordinating this. County Cllr Bill Moss was asked to represent to WCC the concern of the Parish Council that no proper response had been received to the Parish Council observation that Whiteparish has been wrongly classified as a "non-inert" site in the draft waste local plan. Concern was expressed by members that the Parish Council have not yet received the latest draft waste local plan which has been sent to attendees of the Local Waste Forum. This to be chased up immediately. Site adjacent to the Surgery - the Parish Council application for a second bungalow on the site was refused by SAC on 6th June. The Parish Council has not yet decided whether to appeal against this decision. The new SDC Local Plan is due to come into force at the beginning of 2003. It is possible that Salisbury District has enough capacity for projected housing needs on designated sites.

Police
Sergeant Chris Bevan was unable to attend due to work commitments but he was due to meet Cllr John LeQuesne the following morning. Matters to be raised are the value villagers place on feedback from the police, which includes the police report and attendance of police officers at PC meetings, and the need for regular updates. PC Alan Day was present at the meeting to give any help he could. Those present felt that the police reports in Steeple and Street were valuable. There was a request for more updates on speeding. Alan Day reported that regular checks are still being carried out and he would include what details he could in his report. Cllr LeQuesne reported that he had available the Police Performance Review 2001/2 if anyone would like to read it. Whiteparish appears to be well looked after.

Parish Councillor Vacancy
There has been a request for an election to fill this vacancy; nominations close on Friday, 12th July. If there is only one candidate, he/she will fill the place.

Next Meeting
Villagers are very welcome to attend the next Parish Council meeting on 22nd August 2002 at 7.30 pm in the Village Hall where they may speak at the discretion of the Chairman. Please contact the Clerk or any councillor if you can't attend and wish to raise any village matter.
