PARISH COUNCIL NOTES
From the meeting held 22nd August 2002 in the
Village Hall
New Parish Councillor
The Chairman welcomed Quentin Hedley who had
been elected unopposed to fill the vacancy left by the
resignation of Cllr Roly Chalk. He stated that he was
sure Cllr Hedley would be able to make many valuable
contributions to the Parish Council. Cllr Hedley agreed
to serve as a member of the Planning Committee.
Matters Arising from last meeting
Proposed scheme for walkway to School -
Cllr John LeQuesne pointed out that it was a WCC Highways
Engineer and not a member of the Salisbury Joint
Transportation Team who attended the meeting to discuss
this scheme. It was also mentioned that the route for
such a walkway would be to cross the road from the
Surgery car park, go along the footpath opposite and at
the end of the paddock adjoining Haybern
turn left along immediately behind the gardens of houses
facing Common Road and exit by footpath opposite the
School. Some people have expressed the view that such a
path would not be well used. Re-siting of recycling
site - no response to this suggestion has been
received from SDC. Clerk to chase this. Classification
of Moor Farm waste site - WCC still assert that the
correct classification is "a large non-inert
site". This is not a valid classification in the
view of the Parish Council; a reply to be sent to this
effect stating that the classification should be
"inert". Rights of Way Footpath 2 from
the A36 to the A27 was investigated and no obstruction
found. A waymarker sign was adjusted. No obstruction on
the footpath from the top of Dean Hill to Bunny Lane was
found, except that the crop had been sown right up to the
hedgerow. Application for a second bungalow on
the site adjacent to the Surgery - enquiries to be
made to clarify the term "backland
development". Fingerposts opposite the shop
and at the junction of Parkwater Road/Common Road have
still not been replaced and will be re-reported. Police
attendance: Sergeant Chris Bevan has confirmed he
will be able to attend the next Parish Council meeting on
3rd October.
Finance
The accounts for year ended 31st March 2002 were
approved, noting a small query as to whether the nominal
rent due from the Village Hall Committee had been paid.
The Statement of Assurance required by the new auditors
was agreed by the Parish Council; an internal auditor to
be appointed for the next financial year and the drawing
up of Standing Orders to be given due consideration.
Rights of Way
Footpath 8 from Common Road to Blaxwell Lane -
it was confirmed by the Chairman that this is a private
right of way to Blaxwell Farm. The footpath sign has been
removed and will be reported. Footpath 24 - line of the
footpath had not been maintained by the farmer. The
footpaths warden to be asked to speak to him.
Planning
Moor Farm sandpit - Whiteparish Preservation
Group had observed work had commenced on the haul road
into the site in breach of the planning conditions. This
was reported to WCC and work has now ceased.
The PC was concerned that an application for change of
use of two buildings at Moor Farm from Agricultural to
Light Industrial would result in an unacceptable increase
in highway traffic; accordingly conditions have been
suggested that this approval be given for an initial
three-year period only and be for restricted weekday
hours only.
The camper van at Highfield has returned and the
Enforcement Officer to be asked to check whether anyone
is living there.
Also the new pond and entrance on the A27 opposite
Cowesfield Lodge to be investigated as to whether
approval has been obtained.
Another container has been sited at the far end of the
field on the right at the top of Dean Lane; Enforcement
to be asked to check what this is for.
Correspondence
A letter had been received from a parishioner
suggesting that the 30 mph speed limit on Dean Lane be
extended to the village boundary at Ashmore Pond. The PC
agreed this was a good idea and it will be proposed to
WCC Highways for inclusion in the next review of speed
limits (early 2003).
Pepperbox Pre-School have made an application for a grant
from SWAG (South Wilts. Area Grants) to help pay for the
moving and setting up of the mobile unit at the school.
The Parish Council fully supported the application.
Parish Councillor Vacancy
Cllr Roy Billett has moved from the village and
so has resigned from the Parish Council. The vacancy will
be advertised in the usual way.
Next Meeting
Villagers are very welcome to attend the next
Parish Council meeting on 3rd October 2002 at 7.30 pm in
the Village Hall where they may speak at the discretion
of the Chairman. Please contact the Clerk or any
councillor if you can't attend and wish to raise any
village matter.
