PARISH COUNCIL NOTES
From the meeting held 3rd October 2002 in the Village Hall

New Parish Councillor
A letter had been received from Dave Boakes applying to fill the Parish Councillor vacancy; as there were no other applicants, he was co-opted and welcomed by the Chairman.

Matters Arising from last meeting
Proposed scheme for walkway to School - The School Governors are investigating the possibility of obtaining the necessary strip of land. Re-siting of recycling site - SDC have some concerns about the suggested Newton Lane site and are investigating. Classification of Moor Farm waste site - Whiteparish Preservation Group advise that WCC have already registered the objection that Moor Farm waste site should be classified as "inert". Villagers are therefore asked to write only to object to the possible siting of a recycling site there; letters need to be sent before 21st October. This recycling site would not be for domestic use but for an industrial process. Rights of Way A reply received from the Footpaths Warden that Footpath 39 from the top of Dean Hill has been correctly maintained. Application for a second bungalow on the site adjacent to the Surgery - It was decided to appeal against the SDC decision to refuse this application. At the same time another application to be made to change the use of a small piece of the Memorial Ground to residential use which could be incorporated into the plot. This may negate the SDC objection that the site is "cramped and congested". Fingerposts opposite the shop and at the junction of Parkwater Road/Common Road have yet again not been replaced and will be re-reported. Modifications at Brickworth Junction - The PC Chairman and Vice-Chairman are attending a briefing with WCC, R. Long Consultancy and CSG (managers of the site) about what will be taking place on the Moor Farm site until 31st October. Pepperbox Pre-School application for SWAG grant - £1000 was awarded towards the moving and setting up of a mobile classroom for their activities.

Rights of Way
The Chairman reported that the residents of Parklands, Cowesfield Park, believed that footpath 22 had been officially diverted to avoid their garden some years ago. However walkers have produced recent maps that do not show this. To be investigated.

Environment
Various acts of vandalism reported at "the Copse" in Highlands Way, including a fence knocked down to provide an alternative entrance to it. Ownership of the fence to be investigated; it was proposed that when it is re-erected a gap be left so that entry could be made that way.

Planning
Concern was expressed that a wooden building had been erected at the newly approved additional entrance to The Cedars at Cowesfield Gate. It appears that someone is living there. To be reported to SDC Enforcement Officer. A request to be made for a written response to previous queries: camper van at Highfield, new pond and entrance to A27 opposite Cowesfield Lodge and another container in the field at the right at the top of Dean Lane.

Memorial Ground Trust/Memorial Ground Management Committee meetings
Both meetings are now open to the public . Next meeting of MGT is on Monday, 25th November, at 7.30 pm in the Sports Pavilion. At the last MGT meeting, it was decided to go ahead with the new sports pavilion.

Police
Sergeant Bevan was unable to attend as he had been called to an incident. Cllr LeQuesne reported on the last Police Community Consultative Group meeting:
Domestic burglary has gone down but distraction crime has increased. Violent crime is generally up. In the open session concern about speeding in villages was raised yet again and everyone wants the village bobby back. In response to a query, it was advised that anyone who needs to dial 999 should have ready the postcode and grid reference of their house to enable the Police to make a faster response.
For the purposes of the Road Traffic Act, drove roads and byways equate to all other roads including traffic regulation orders restricting their use.

Race Relations Act 2000
All statutory bodies (which includes Parish Councils) must develop a race equality scheme and make a positive attempt to include every ethnic minority in all their activities.

Next Meeting
Villagers are very welcome to attend the next Parish Council meeting on 14th November 2002 at 7.30 pm in the Village Hall where they may speak at the discretion of the Chairman. Please contact the Clerk or any councillor if you can't attend and wish to raise any village matter.
