PARISH COUNCIL NOTES
From the meeting held 14th November 2002 in the
Village Hall
Parish Councillor Resignation
Gerard Downes has resigned from the Parish
Council. As there is an election next May, no replacement
will be sought before then.
Matters Arising from last meeting
Extension of speed limit on Dean Lane -
WCC have agreed to include in the annual review of speed
limits an extension of the 30 mph limit on Dean Lane to
the village boundary sign; the A27 east of the village is
already on the list for reconsideration as a 50 mph
limit. Highlands Way Copse - SDC have cleared up
rubbish. Ownership of the fence is being investigated in
order to get it repaired. Fingerposts opposite the
shop and at the junction of Parkwater Road/Common Road
have yet again not been replaced and will be re-reported.
Modifications at Brickworth Junction - Complaints
have been made that when emerging from the A27 the road
signs are confusing and also it is not possible to see
the traffic lights from the front of the queue. The slip
road from Salisbury on to the A27 has not been widened;
it is dangerous. Highways Agency to be informed. Footpath
22 at Parklands - WCC have never been informed of a
diversion. A diversion order may have been made by SDC.
Cllr Randall to investigate. Wooden building erected
at the new entrance to The Cedars - SDC Enforcement
have investigated and this is a permissible development,
provided no-one is living there permanently.
Rights of Way
Some new way markers have been put out. Two
trees have fallen over footpath 8. It is not possible to
ride a horse along bridleway 39. To be reported to the
Footpath Warden.
Planning
Replacement Salisbury District Local Plan -
Proposed Modifications - John LeQuesne had gone through
this document and advised that some amendments will
affect Whiteparish but any changes are an improvement.
Possible new funding
Community First have advised that there may be a
new scheme which will be applicable to Whiteparish and
any organisation within the village wishing to make a
claim should contact the Parish Council. No further
details are available yet.
Village Hall Committee
Two meetings had been held. Various repairs had
been carried out. Broken fence behind the hall to be
reported to Swaythling Housing Association for repair.
Following a request, it was stated that a copy of the
lease is available for viewing. A list of possible
improvements/modifications to be passed to an architect
for assessment as to cost and feasibility. Applications
for funding to be made to various agencies.
New Forest National Park (Designation Order)
Enquiry
Ian O'Neill had attended to put forward the
Parish Council objection to the proposed boundary and
reiterated the suggestion that the A36 would make a more
sensible boundary. The outcome of the enquiry is expected
some time next year.
Memorial Ground Trust
Dave Boakes agreed to fill the Parish Council
representative vacancy.
Environment
Harold Beauchamp had received a request for
another road light in Clay Street at a particularly dark
spot. This to be investigated.
A trailer full of rubbish had been abandoned in a gateway
just over Dean Hill past the radio mast. This to be
reported for removal.
Lack of white lines on the new road surface through the
village was noted. To be investigated as to whether this
is part of the experiment taking place in Wiltshire.
Next Meeting
Villagers are very welcome to attend the next
Parish Council meeting on 19th December 2002 at 7.30 pm
in the Village Hall where they may speak at the
discretion of the Chairman. Please contact the Clerk or
any councillor if you can't attend and wish to raise any
village matter.
