PARISH COUNCIL NOTES
From the meeting held 19th December 2002 in the
Village Hall
Parish Councillor Vacancy
It was decided to advertise the Parish
Councillor vacancy to be filled by co-option at the next
meeting on 30th January 2003. Anyone interested should
write a short letter to the Clerk explaining why he/she
wishes to join the Parish Council and should also attend
the meeting.
Matters Arising from last meeting
Fingerposts opposite the shop and at the
junction of Parkwater Road/Common Road have yet again
not been replaced. Advice received that this will not be
done before the end of March 2003. Modifications at
Brickworth Junction - Atkins Highways and
Transportation have investigated following complaints and
found all to be in order. Their safety auditors have
checked the slip road and they felt that following
traffic would see and avoid vehicles which were not
wholly within this traffic lane. Wooden building
erected at the new entrance to The Cedars - SDC
Enforcement to be requested to check again that no-one is
living there permanently. Broken fences at the Copse
and behind the Village Hall - no reply yet received
from Swaythling Housing Association as to whether they
own these fences. To be chased. Request for another
road light in Clay Street - this request has been
passed to the Ringway Parkman street lighting team and a
response is awaited. Safe walkway to School -
there is now a question as to whether WCC will provide
funds to purchase the land needed for the walkway. The
School Travel Plan Adviser to be contacted for
clarification. Lack of white lines on the new road
surface - following enquiries, it was advised that
the policy at present is to mark road surfaces at danger
spots (road junctions or corners) for safety reasons;
leaving other sites unmarked is thought to discourage
speeding through the village. However, if this is found
to be unsafe, this policy could be changed.
Finance
The Parish Council voted unanimously to request
the same precept for 2003/04 as in the previous year;
this is £12,000.
Mr. Richard Parsons of West Dean to be asked if he would
carry out an internal audit of the Parish Council
accounts for year ended 31st March 2003.
Purchase of a subscription to the Society of Local
Council Clerks approved for the Clerk.
Rights of Way
Reports received that footpath 12 from
Brickworth Corner to Moor Lane is blocked by a large
uprooted pine tree and also by a barbed wire fence. Also
footpath 2 between the A36 and the A27 has several stiles
that are broken and dangerous. From where footpath 2
joins footpath 11, northwards to the A27 and Richmond
Farm, it is blocked by a barbed wire fence. This to be
reported to the Footpath Warden.
Planning
It was decided to object to the application for
a parking space opposite Rabbit Cottage on Dean Lane in
the grounds of the White Hart as this is in the
Conservation Area. Also access would be difficult as Dean
Lane is a one-way street.
It was noted that a composting facility for site-derived
shredded and green waste had been submitted for approval
at Pound Bottom landfill site.
New funding available for community groups
Community First (tel. 01380 722475, e-mail reception@communityfirst.org.uk
) have sent further details of the new Aggregates Levy
Sustainability Fund (ALSF) and offer a free service to
help any community group apply for this funding.
Village Hall Committee
Several architects have viewed the site and
discussed possible modifications/improvements to the
village hall. It seems that the cost of drawing up plans
and submitting them to SDC Planning Dept. would be
approximately £4,000. The Chairman has met with various
grant-awarding bodies to investigate how the necessary
funds for modifications could be raised.
Memorial Ground Trust
Dave Boakes reported that a Sports Open evening
had been held at the School and had been very successful.
The pond to be left as it is for the time being. Next
meeting to be held 27th January 2003.
Environment
The railings opposite Courtens Garden Centre
have still not been repaired. The new road surface at
Cowesfield outside The Owl House is damaged. Both these
items to be reported.
Next Meeting
Villagers are very welcome to attend the next
Parish Council meeting on 30th January 2003 at 7.30 pm in
the Village Hall where they may speak at the discretion
of the Chairman. Please contact the Clerk or any
councillor if you can't attend and wish to raise any
village matter.
