PARISH COUNCIL NOTES
From the meeting held 30th January 2003 in the Village Hall

New Parish Councillor
A letter had been received from Bob Twiddy applying to fill the Parish Councillor vacancy; as there were no other applicants, he was co-opted and welcomed by the Chairman. Bob agreed to represent the PC on the New Forest Consultative Panel.

Police
P C Alan Day attended the meeting. He is keeping an eye on the travellers parked off Newton Lane and doing everything possible. He has now been trained in the use of laser speed detection equipment. The police community vehicle will be visiting Whiteparish on Tuesday 11th February at 11am. P C Day will also be visiting the School on 21st February at 1.30 pm.

Matters Arising from last meeting
Fingerposts opposite the shop and at the junction of Parkwater Road/Common Road have been replaced. Wooden building erected at the new entrance to The Cedars - A response received from SDC Enforcement was considered inadequate; to be pursued. Broken fences at the Copse and behind the Village Hall - Swaythling Housing Association do own these two fences. Repairs to be carried out in due course. Request for another road light in Clay Street - Safe walkway to School - WCC have no funds to purchase land needed. PC to investigate the feasibility of purchasing the necessary strip of land from the executors of the estate. Internal auditor - Richard Parsons has agreed to undertake this for year ended 31st March 2003.

Finance
Following a request for extra help, the PC agreed to pay £600 towards the maintenance of the churchyard for 2003. It was agreed to purchase a new edition of the Parish Councillors' Guide for £12.50.

Rights of Way
Reports received that footpath 37 which runs from opposite Testwood Cottages layby on the A27 to Parkwater Road at Rosemead is blocked by a fallen tree. The stile near Rosemead is rotting and dangerous. This to be reported to the Footpath Warden. More waymarkers have been sited. There are a number of new stiles between Parkwater Cottage and Blaxwell Farm.

Planning
The Environment Agency are proposing to site a rain radar mast 60 ft high on Dean Hill in West Dean parish. A new project at SDC Planning will have all planning applications viewable on-line shortly. This will be followed eventually by the possibility of making applications on-line.

New funding available for community groups
New Forest LEADER+ funding is available to support small scale, community-led rural development projects. This funding can be used to fund projects which encourage environmentally friendly commoning and farming in the New Forest or to promote new ways of processing, distributing and marketing local Forest produce. Village Hall Committee
The Parish Council will now be charged £20 per meeting for hire of the hall. The costs of refurbishments are being considered; work may be carried out in phases as funds become available. Villagers to be canvassed on their views.

Memorial Ground Trust
Harold Beauchamp reported that the pond is to be cleaned and fenced. The amalgamation of the Trust with the Management Committee was discussed; as was the enlargement of the tennis court to enable other games to be played. It may be possible to get a 100% grant for improvements to the football pitch. The possibility of building a smaller pavilion was discussed.

Environment
The railings opposite Courtens Garden Centre have still not been repaired. The street sign at Highlands Way has been removed. These two items to be reported.

Next Meeting
Villagers are very welcome to attend the Annual Parish meeting on 20th March 2003 at 7.30 pm in the Village Hall where they will be able to speak on any matter that concerns them. Please contact the Clerk or any councillor if you can't attend and wish to raise any village matter. Items already scheduled for discussion are improvements to the X7 bus route and the possibility of a Village Design Statement for Whiteparish. This will be followed by a Parish Council meeting.
