PARISH COUNCIL NOTES
From the meeting held 20th March 2003 in the
Village Hall
Annual Parish Meeting
Four members of the public attended the Annual
Parish Meeting which was held before the Parish Council
meeting. Matters raised were: dog mess on footpath
leading from The Triangle to Dean Lane - it was agreed to
investigate siting a red bin in a suitable position and
also to investigate obtaining more disposal bags; spitting
in the bus shelter - villagers are asked for health
and decency reasons to refrain from spitting in public; cars
parked on the pavement outside the former White Hart
pub - PC Alan Day to be consulted on this.
Improvements to the X7 bus route proposed by WCC
were outlined and leaflets handed out. Three additional
bus shelters are proposed and changes to the kerbing.
Village Design Statements - the concept of a
document which can be used as a Supplementary Planning
Guideline was outlined. A VDS is intended to enable
communities to be clear about what styles of new
development are suited to their locality. The preparation
of such a document should be community led and involve
all residents. If anyone is interested in leading the
preparation of a VDS for Whiteparish please contact the
Clerk; the Parish Council would fully support any such
project.
The Annual Parish Meeting closed at 8 pm and the Parish
Council Meeting commenced then. An extra agenda item of a
request for a donation to the Whiteparish Preservation
Group was agreed as this had been unintentionally omitted.
Matters Arising from last meeting
Fingerposts Although recently replaced,
arms are missing. This to be chased. Signing of
Section 106 Agreement by BKG site on Common
Road - SDC Officers recently visited the site and the
matter is being investigated. Camper van at Highfield
- SDC Planning Enforcement have given the owner 3 months
from 6th January 2003 to remove the van from the site. Wooden
building erected at the new entrance to The Cedars
- SDC Enforcement are investigating this further;
evidence is needed to substantiate information received
that someone is living there permanently and not just
using it as a day room. The SDC Deputy Portfolio holder
for Planning is also looking into this case. Broken
fences at the Copse and behind the Village Hall
- These have now been repaired, gaps being left at the
request of the Parish Council. Complaints have been
received that a gap has been left in the fence behind the
village hall. This matter has been passed to the Village
Hall Committee to resolve. Railings round pond opposite
Courtens - Colin Bray to investigate why these have
still not been repaired. Extra street light in
Clay Street - an order for this has been placed. Highlands
Way Road nameplate - a complete replacement has been
ordered. Potholes in Newton Lane - some potholes
have been repaired. Part of Newton Lane is to be re-surfaced.
Safe walkway to the School - the agents have
passed the Parish Council request to purchase strips of
land for a footpath to the executors of the Trickett
Estate for their consideration.
Finance
It was agreed to renew the subscription to CPRE.
It was agreed to donate £2,000 to the Whiteparish
Preservation Group to help fight the WCC proposals for
Moor Farm. Leo Randall stated that SDC at their Cabinet
Meeting supported the WPG fight. It was pointed out that
although the Whiteparish Parish Council precept has
remained the same (£12,000) for 2003/2004, the Community
Tax bills state there is a 0.7% increase.
Environment
It was agreed to ask the Garden Club whether
someone would undertake to water the tubs ordered from
SDC from June to September. SDC will be supplying plastic
bags to contain paper for recycling collections. The
Chairman had attended a presentation by the Wiltshire
Highways Partnership. All allocated government money for
highway improvements has been spent due to the foresight
of WCC purchasing new equipment. Verges are to be cut
twice a year, starting with minor routes mid-May. They
will respond to visibility complaints, especially if
safety is involved.
Rights of Way
Rubbish on footpath 16 at Pepperbox Hill behind
the Biffa Waste site to be reported. More waymarkers have
been sited on this footpath. A dangerous stile on
footpath 4 from Clay Street to Doves Lane to be reported
to the Footpath Warden. Colin Bray to investigate a
report of a large crate which has appeared near footpath
30, leading up from Rose Cottage, The Street.
Next Meeting
Villagers are very welcome to attend the Parish
Council AGM on 8th May 2003 at 7.30 pm in the Village
Hall where they will be able to speak at the discretion
of the Chairman. Please contact the Clerk or any
councillor if you can't attend and wish to raise any
village matter.
