PARISH COUNCIL NOTES
From the Annual General Meeting held 8th May
2003 in the Village Hall
Co-option of new Parish Councillors
Only nine people were nominated for the eleven
places on the Parish Council and so no election was held
on 1st May 2003. To fill the two vacant places,
nominations were requested. Three people applied and
Margaret Tarrant and Jenny Threadgold were co-opted and
welcomed to the Parish Council. All applicants were
thanked for their interest. It was regretted that all
three could not be appointed.
Election of Officers
The Chairman, Trevor King, was re-elected
unopposed. Other posts were filled. A list of councillors
and their posts is published separately together with
details of the Parish Council Publication Scheme which
has been approved by the Information Commissioner.
Matters Arising from last meeting
Signing of Section 106 Agreement by BKG site on
Common Road - Agreed to write to SDC Enforcement
requesting an answer by the next meeting. Planning
approval should be withdrawn if this agreement is not
signed. Camper van at Highfield - To write to SDC asking
what action is to be taken and by what date. Wooden
building erected at the new entrance to The Cedars -
District Councillor Leo Randall to raise the matter again
with the Portfolio Holder for Planning at SDC. It was
decided to reject the offer, made by the owners through
SDC, to sign an agreement that this building would not be
sold separately as this was conditional on complaints
from the Parish Council ceasing. Agreed to write again to
SDC Enforcement that PC has been informed that someone is
living in this building day and night without planning
permission, and that we wish action to be taken. Railings
opposite Courtens - Colin Bray is chasing the repair;
should be done by the end of May. Highlands Way nameplate
- now installed. Potholes in Newton Lane - the partial re-surfacing
has now been deferred until next year. Safe walkway to
the School - a reply to the Parish Council request to
purchase strips of land for a footpath on the field owned
by the Trickett Estate had been received. The Parish
Council felt that it was not in the best interests of the
village to proceed with such a purchase as unreasonable
demands were being made as a condition of sale of the
land. The Parish Council were glad to hear from the
school that they are looking at setting up a walking bus.
Watering of flower tubs - a villager at Churchview
Cottages has very kindly offered to look after the tubs
from June to September. Traffic survey on A27 - this is
now to take place in May. Suggested re-siting of
recycling skips to Newton Lane - SDC have replied that it
is not possible to use this site as it is unsuitable.
Finance
Darryl Parsons presented the plans of the
Football Club for levelling the football pitch. It was
agreed that the application for a 75% grant to the
Football Foundation to cover the cost should be made in
the name of the Parish Council who own the land. A
request for a grant from the Parish Council to help with
the rest of the costs to be put on the next agenda.
Environment
Extra bus shelters proposed by WCC in the
planned improvements to the X7 bus route were deemed to
be incompatible with the rural nature of the village and
likely to cause problems with maintenance. (It has since
been confirmed that there will be no extra shelters).
However, the present brick shelter to be retained.
Following reports of dog mess, it has been found too
expensive to site a red bin in the village; however,
disposal bags are available free from the shop and dog
owners are asked to take their dog's waste home. More
signs to be erected.
Following damage caused by lorries for Jewsons coming
from Salisbury direction taking the wrong turning into
Whiteparish, a request to the Highways Agency for a road
sign directing traffic to "builder's yard,
Whiteparish" (Jewsons) has been turned down. Jewsons
to be asked to make sure that vehicles coming to their
yard have proper directions.
Rights of Way
Reports received of rubbish and damage due to
logging on footpath 16 behind the Biffa site to be
reported to the Footpath Warden.
Correspondence
A request has been received from WCC for a
Community Emergency Volunteer (CEV) from Whiteparish who
would be the main point of contact concerning emergency
planning. Training will be given later in the year.

Planning
The appeal on the refusal of the application for
a second bungalow on the site adjacent to the Surgery has
been turned down by the Planning Inspector.
Next Meeting
Villagers are very welcome to attend the next
meeting on 12th June 2003 at 7.30 pm in the Village Hall
where they will be able to speak at the discretion of the
Chairman. Please contact the Clerk or any councillor if
you can't attend and wish to raise any village matter.
