Whiteparish Parish Council

PARISH COUNCIL NOTES
From the meeting held 12th June 2003 in the Village Hall

Matters Arising from last meeting
Signing of Section 106 Agreement by BKG site on Common Road - No answer has been received from SDC Enforcement. It was agreed to write again to SDC Enforcement and also to request that the matter be referred to the Southern Area Committee; Cllr Twiddy would represent the PC. District Councillor Leo Randall reported that the matter is in the hands of SDC solicitors. Camper van at Highfield - No reply received from SDC Enforcement. Another letter to be sent that it is understood that the owner had promised to remove the van by May and has not done so. An estimated timetable for removal to be requested. Wooden building erected at the new entrance to The Cedars - District Councillor Leo Randall reported that SDC Legal Officer had been consulted; another letter to be sent to SDC Enforcement following their request for evidence that planning approval is being ignored. Railings opposite Courtens - Repair carried out 11th June. Traffic survey on A27 - this took place on 16th May. It was agreed to request details of the results and also to point out that it would have been better to carry out the survey on any other weekday, as it is unlikely that heavy traffic flow would be normal on a Friday.

Finance
Darryl Parsons gave a report on the progress of the Football Club application for a grant to the Football Foundation; they hope to obtain 75% of the cost of levelling the football pitch. The Football Club are planning a fund raising function soon and also race night at the beginning of August to raise additional funds. It was agreed that the PC request SDC to release £2000 from R2 money (developers' donations to the village) for Whiteparish to help make up the funds necessary for levelling the football pitch.

Environment
Suggestions received from a parishioner for improving the sight lines in Common Road were discussed. A number of possibilities were looked at and advice has been sought. It was felt that many of the traffic problems in Common Road are caused by careless parking by school users. It may be possible in the future to obtain a 20 mph limit outside the school; meanwhile the school will be contacted to see if they have any ideas on how the situation might be improved.

Rights of Way/Commons
An offer had been received from the Vicar for the Church Youth Group to cut back the footpath which runs from Romsey Road to Miles Lane. This to be very gratefully taken up, provided that the WCC Footpath Warden has no objection. Complaints have been received about the footpath running from opposite the School to Dove's Lane; this to be reported to the Footpath Warden. A provisional map of registered common land and open country has been received for Whiteparish from The Countryside Agency. The Chairman pointed out that part of Jewsons Yard is marked as common land known as Holmere Common; it was agreed to advise the manager of Jewsons of this fact.

Police
Cllr LeQuesne reported on the Police Community Consultative Group meeting held end May. The police have agreed with the public perception that there are not enough policemen and will be recruiting an additional 37 officers for Wiltshire so that there will be a more visible presence and easy accessibility to police officers for the public. The Police Divisional Commander reported that there was a reduction in the number of crimes April to May compared with last year. Persistent offenders have been recognised and targetted. The Crime and Disorder Reduction Partnership now has a system of anti-social behaviour orders in use and members of the public are asked to report any anti-social individuals to the police. Parenting orders to correct anti-social behaviour are also in use; parents can be taken to court. As in PC Alan Day's report last month, Optica Camera Security Systems are available free of charge - apply now to Alan Day! This consists of a tiny camera fitted by your front door and linked to your television so that you can see who is at the door. Please suggest this to any vulnerable person you know in the village.

Correspondence
A copy had been received of a letter sent by the New Forest Consultative Panel to the Enquiry Inspector about the Swindon & Wiltshire Waste Local Plan to object to the proposal to site an waste recycling unit at Brickworth Quarry.
A report on a trial scheme to remove white lines in the centre of roads at a number of locations in Wiltshire is available online. Go to www.wiltshire.gov.uk and click on Consultation, Plans, Policies & Reports on the right hand side of the home page then click on An Evaluation of the Effect of Removing Centre White Lines.
