PARISH COUNCIL NOTES
From the meeting held 17th July 2003 in the
Village Hall
Matters Arising from last meeting
Signing of Section 106 Agreement by BKG site on
Common Road - Reply received from SDC that they share the
PC concern regarding the length of time that this
agreement has been outstanding. The matter will be
reported back to the Southern Area Committee meeting on
31st July. It was agreed to write to request that there
should be a proper and complete resolution of this matter
at that meeting. Camper van at Highfield - SDC
Enforcement have replied that they have been unable to
contact the owner to progress an order for the removal of
the van. Agreed to write to SDC Enforcement requesting an
order banning the vehicle now or at any time in the
future. Wooden building erected at the new entrance to
The Cedars - A copy of the relevant legislation to be
requested from SDC Planning Enforcement. Traffic survey
on A27 - Reply received from WCC that the replacement
survey was following the format of the agreed earlier
survey. There is now a classified traffic counter site on
the A27 east of Whiteparish which they hope will validate
the roadside interview data of Friday 16th May. It was
agreed to write to WCC to ask when the survey results
might be available, and hence when the next meeting of
the Freight Quality Partnership for Wiltshire - A27
Whiteparish Working Group might be held.
Finance
It was agreed to purchase the latest edition of
"Local Council Administration" by Arnold-Baker
which is the complete guide to this specialised area of
law. The accounts for the year ended 31st March 2003 were
approved and the Statement of Assurance to the auditors
was signed; an internal audit has been carried out and
Financial Regulations and Standing Orders for the Parish
Council were adopted; this completes the two outstanding
items from last year's audit.
Environment
The Parish Lengthsmen are due to visit the
village on 7th and 8th August 2003; some jobs were
mentioned for their attention. It was stated that there
is vegetation overhanging the roads and footpaths all
around the village; it was agreed to write to WCC for
advice on how to tackle this. A request has been made by
some residents of Highlands Way to have white road
markings to show priorities; this is being pursued.
Rights of Way/Commons
The Footpath Warden had already arranged for WCC
to cut back the vegetation on the footpath from Romsey
Road to Miles Lane with a flail mower but gratefully
accepted the Church Youth Group offer to cut back the
footpath from opposite the School to the church. Group
Leader to liaise with the Footpath Warden about safety
and procedures to be followed.
WCC have also cleared Bridleway 39 which runs from Bunny
Lane past Upper Cowesfield Farm to Dean Hill.
Parishioners are encouraged to use this path which will
help to keep it clear.
Correspondence
Advice has been received that the Replacement
Salisbury District Local Plan was adopted by SDC on 30th
June 2003. The final official version will not be
published until the outcome of any legal challenge is
known. It was agreed to purchase a CD-ROM copy of the
plan for £5. The plan will also be available on SDC's
website www.salisbury.gov.uk
in the near future and copies can be viewed at SDC
Planning Office and libraries.
Following an enquiry from a parishioner, it was confirmed
that the Parish Council do support the encouragement of
BT to install broadband internet connections in the
village. 92 villagers have so far registered their
interest with BT by visiting www.btopenworld.com/broadband/reg10/
and the Parish Council would like to ask everyone in the
village who is interested in Broadband to do likewise;
there is no financial commitment at this stage.
School Governor
A letter had been received from the school that
the Dept. of Education and Science have introduced new
guidelines so that from 1st September 2003, they are no
longer required to have a governor co-opted from the
Parish Council. However, they feel that on certain issues
it would be of benefit to them to have a representative
from the Parish Council attend appropriate committee
meetings on issues such as traffic problems in Common
Road. Jenny Threadgold agreed to take on the role of PC
representative to the school.
Biffa Landfill Site Liaison Group Meeting
Trevor King reported that Biffa will start
capping half the site in three weeks and that this will
take six weeks. They hope to have grass growing by
October. Biffa plan to have left the site by the middle
of 2004 but have a duty to maintain it indefinitely.
Next Meeting
Villagers are very welcome to attend the next
meeting on 4th September 2003 at 7.30 pm in the Village
Hall where they will be able to speak at the discretion
of the Chairman. Please contact the Clerk or any
councillor if you can't attend and wish to raise any
village matter.
