PARISH COUNCIL NOTES
From the meeting held 4th September 2003 in the
Village Hall
Matters Arising from last meeting
Signing of Section 106 Agreement by BKG site on
Common Road - This has now been completed and planning
permission granted for the additional store. Camper van
at Highfield - not occupied at present SDC Enforcement
will take no further action unless circumstances change.
Wooden building erected at the new entrance to The Cedars
- Copy of legislation being quoted by SDC Enforcement
does not appear to cover the situation. A request for the
relevant legislation to be made to SDC. District Cllr
Britton to discuss the case with the SDC Principal
Planning Enforcement Officer. Traffic survey on A27 - WCC
have replied that they have no date for when the results
of the traffic survey held 16th May will be available.
Cllrs felt this was unacceptable. Letter to be sent,
again asking when the next meeting of the A27 Whiteparish
Working Group would be held. Football Pitch levelling -
SDC have agreed that £2000 of R2 money (contributions
from developers of new houses in the village) can be
allocated to this project; however, the money will only
be paid after they have received written confirmation
that all other funding is in place. Parish Lengthsmen
visit in August - Cllrs felt that a good job had been
done. Clerk to report to this effect using the reply-paid
comment cards provided by WCC. Overhanging vegetation -
advice received from WCC Highways that in general most
trees/hedges belong to the adjoining landowner who is
responsible for cutting any offending areas. The Parish
Council do ask that we all make sure that any
hedges/trees on our land which overhang footways/roads
are trimmed back. Waste Local Plan Enquiry re Moor Farm -
Quentin Hedley stated that the report may not be
available until next year. Quality Parish Council scheme
- John LeQuesne had studied the DEFRA document and made a
report. If the Parish Council can pass 7 tests and
complete a lengthy questionnaire, accompanied by a
variety of supporting documents, the District Council may
delegate to the PC some functions for example litter
collection, issue of bus and rail passes, public
conveniences, etc. District Cllr Britton reported that
SDC had no plans to delegate any powers. It was decided
that there was therefore no value in pursuing the matter
further.
Finance
Following a meeting of the Finance Committee, it
was agreed that the clerk's salary be increased to £2800
per annum. This is line with recommendations by the
National Association of Local Councils and takes into
account the increased workload.
Environment
Waste Oil - some containers of waste oil have
been left alongside the skips at the village hall. Please
do not do this; the contractors cannot take oil when they
remove the skips. SDC provide facilities for waste oil
disposal at their Churchfields site.
Rights of Way/Commons
The Footpath Warden had arranged for WCC to cut
back the hedge alongside Rose Cottage (footpath 1) and
for the stile to be repaired. Horse riders have been
requested not to use Whiteparish Common for the present
while Wessex Woodland Management are carrying out work to
conserve rare plants and preserve the area. They will be
informed when the work is completed. It is believed that
there will be a car parking area and information board
when the work is finished.
Planning
A number of residents from Hop Gardens attended
the meeting to reiterate their objections to the proposed
two new dwellings to replace old barns at Sansomes Farm,
Hop Gardens. The Chairman reported that the Planning
Committee had already decided to object to this
application as, among other reasons, it is outside the
Housing Policy Boundary and within an area of housing
restraint. He urged the objectors to write to SDC giving
their objections and to attend the meeting of the
Southern Area Committee when this item is scheduled to be
determined. The agenda for these monthly meetings is
posted on the village noticeboard one week before each
meeting.
Correspondence
Whiteparish has attained 4th place in the
county-wide round of the Best Kept Village competition.
Thanks to everyone who has contributed to this result by
keeping our village tidy and providing floral interest.
Salisbury College has its own new Mobile Learning Unit
which can be used for a variety of learning
opportunities. It is hoped to include the provision of
basic skills to adults with literacy and numeracy needs.

Next Meeting
Villagers are very welcome to attend the next
meeting on 16th October 2003 at 7.30 pm in the Village
Hall where they will be able to speak at the discretion
of the Chairman. Please contact the Clerk or any
councillor if you can't attend and wish to raise any
village matter.
