Parish Councillor vacancy
A letter of resignation had been received from Anne Galvin who is moving from the village; a reply had been sent expressing thanks for her contributions to the work of the PC. As there had been no requests to fill the post by election, it was decided to fill the post by co-option at the next meeting. Anyone interested should write a short letter to the Clerk explaining why he/she wishes to join the Parish Council and should also attend the meeting.

Matters Arising from last meeting
Signing of Section 106 Agreement by BKG site on Common Road - A copy of the agreement has been received and will be inspected. Any infringements to be reported to SDC Enforcement. Wooden building erected at the new entrance to The Cedars - An explanation of the legal position had been received from SDC Enforcement; a reply to be sent that the PC disagrees with this and to ask for further explanation. Width of slip road at Brickworth Junction - a reply received from Atkins that the accident record for past years does not give cause for concern and that the road network is designed according to the Design Manual for Roads & Bridges. However, they will submit a scheme for improvement in the future works programme but cannot say when the work may be undertaken. A reply to be sent that the road layout is not in accordance with the approved design and to ask for an explanation. Traffic survey on A27 - A summary of the results has been received; very few HGVs have been recorded and the PC feel this is not an accurate reflection of normal traffic. Quentin Hedley to look out a previous survey carried out by the Preservation Group to make a comparison. Football Pitch levelling - Darryl Parsons attended the meeting to report that the grant from the Football Foundation had been approved and that the contractors had started work. It is hoped to finish in three weeks. Written confirmation of the grant approval to be passed to the Clerk so that R2 money can be released from SDC. School traffic problems - Jenny Threadgold reported on a meeting held at the School. The PC expressed full support for the safety of the children which is paramount. Ways of supporting the school initiatives are being investigated. Parish Council noticeboard - It was agreed that the Chairman investigate both a new covered noticeboard and the covering of the present one as notices are becoming wet and illegible.

Police
John LeQuesne reported on the reply he had given on behalf of the PC to a letter from Police Community Consultative Group asking for views on the rise in Community Tax needed to maintain finance to the Police. His reply included that the media and District and County Councillors should be involved to increase the pressure for more central government funding to be made available for the Police budget. It was emphasised that villagers should report all incidents, eg. public order, traffic, etc. to the Police and insist that the call is recorded and is given a Crime Number. This will ensure that the Police can make a better case when bidding for central government funding.

Correspondence
The Southern Area Committee of SDC have decided not to support the rural floral enhancement scheme in 2004. Alternative arrangements for flower tubs to be discussed at next PC meeting. The Wiltshire Youth Offending Team are seeking to recruit volunteers for a new Access Mentoring Scheme to support and befriend young people aged from 10-17 years who are experiencing difficulties in the education system and who are known to the Team. For further details contact the Co-ordinator: Sheila Lupton 01225 781202 at WCC, Trowbridge. Trading Standards are warning all Wiltshire residents to be careful if they receive a mailing from a company called Friedrich Mueller. The company is based abroad and is being investigated by the Office of Fair Trading in conjunction with authorities in Europe. The advice offered is NOT to use the phone number or send any money. This mailing should be binned. If any resident has already become involved they are advised to ring Trading Standards for advice on 08451 201 202. Invitation received from MP Robert Key for anyone interested in Broadband to attend a special meeting in The Guildhall, Salisbury, on Friday, 31st October, 2003 from 10 am to 12 noon when speakers from BT, Business Link, Country Broadband and Wiltshire & Swindon Smartplace will be on hand to answer questions.

Finance
A meeting of the Finance Committee will be held before the next Parish Council meeting at 7 pm on 4th December 2003 in the Village Hall to set the budget for 2004/2005. All welcome to attend.

Next Meeting
Villagers are very welcome to attend the next meeting on 4th December 2003 at 7.30 pm in the Village Hall where they will be able to speak at the discretion of the Chairman. Please contact the Clerk or any councillor if you can't attend and wish to raise any village matter.
