PARISH COUNCIL NOTES
From the meeting held 4th December 2003 in the Village Hall

New Parish Councillor
A letter had been received from Stephanie Williams applying to fill the Parish Councillor vacancy; as there were no other applicants, she was co-opted and welcomed by the Chairman.

Matters Arising from last meeting
Signing of Section 106 Agreement by BKG site on Common Road - The Chairman had checked through the agreement and found that BKG should not park on the Common (access road). This is happening daily and will be reported to SDC Enforcement. Width of slip road at Brickworth Junction - No reply had been received from Atkins on PC comments that the road layout is not in accordance with the approved design and to ask for an explanation. Another letter to be sent, also pointing out that there was a serious accident at the junction recently. School traffic problems - A letter had been received from the School in reply to a PC letter offering help. Further discussion took place on Common Road problems; information received from PC Alan Day on speed enforcement patrols to be forwarded to the School. Parish Council noticeboard - The Chairman had received a quote of £350 from a village carpenter for a new noticeboard covered with toughened glass to replace the present Parish Council noticeboard (the left hand of the two noticeboards opposite the shop). It was agreed by a majority vote to take up the quote. It was also agreed to purchase a laminator (price approx. £35, plus £1 for each sheet laminated) for notices to be placed outside the village hall. Broadband for Whiteparish - Peter Green reported that BT had announced that 2300 exchanges are to be modified for Broadband. 32 have already reached target registrations, one of which is Whiteparish. Broadband should thus be available in Whiteparish at the end of February. Seat at junction of Clay Street/Common Road - it was agreed to accept a quote of £200 to move and re-site the bench to the other side of the driveway to Treetops, facing on to Common Road, where it is less likely to be damaged by traffic.

Police
John LeQuesne expressed the appreciation of the village for the Police Reports and prompt reaction to requests for help from PC Alan Day. It was proposed that a letter of thanks be sent to PC Alan Day for all his work for Whiteparish; all agreed readily.

Rights of Way
Colin Bray reported that he had walked footpaths 4, 5, 6, 7 and 8 and found no problems. Complaints had been received that footpath 3 (parallel to Newton Lane) had been blocked, that footpath 2 (from Titchborne to A27) was in a bad state and footpath 26 near Miles Lane was blocked by brambles. All these have been reported to WCC Footpath Warden.

Finance
The Finance Committee had met just before the meeting and, having considered the budget proposed, recommended that the precept to be requested from SDC for 2004/2005 should remain at £12,000. This was agreed unanimously.

Planning
Dumping of hardcore on field at corner of Hop Gardens/Newton Lane - SDC Enforcement have served a Planning Contravention Notice on the owner who also has to attend a meeting with SDC Planning. He has to respond to the notice by the end of December. Waste recycling centre planned for Sherfield English - the Chairman of the Parish Council has asked for Whiteparish support to prevent this centre being sited in Sherfield English. It may mean 75 lorry movements a day through Whiteparish. Mrs. Newman also thanked Whiteparish residents for their support in the Steplake Lane enquiry.

Environment
Complaints have been received about badly directed security house lights in the village which dazzle drivers and pedestrians. Please make sure that your security lights are directed away from the road. There is to be a liaison meeting at the Biffa site on Pepperbox Hill on 17th December. Chairman to raise the question as to whether the pipework on the northern slope off the mound will be further concealed before the work is finished.
Complaints have been made about drivers backing out on to the A27 main road through the village, which could be dangerous. Please will everyone try to drive forwards to exit their properties.

Memorial Ground
It was agreed that the additional new piece of land be handed to the Memorial Ground Trust to manage now that the Memorial Ground Management Committee had disbanded.

Next Meeting
Villagers are very welcome to attend the next meeting on 29th January 2004 at 7.30 pm in the Village Hall where they will be able to speak at the discretion of the Chairman. Please contact the Clerk or any councillor if you can't attend and wish to raise any village matter.
