PARISH COUNCIL NOTES
From the meeting held 29th January 2004 in the
Village Hall
Matters Arising from last meeting
Signing of Section 106 Agreement by BKG site on
Common Road - SDC Enforcement have spoken to Mr. Gover of
BKG who has agreed to instruct his drivers not to park on
the access road to the site. Outbuilding at The Cedars -
The PC agreed, after some discussion, to accept the
recommendation of SDC Enforcement that the owners submit
a Unilateral Undertaking to SDC under Section 106 of the
Town & Country Planning Act 1990 which would prevent
the possibility of the building being used as a separate
dwelling in the future. Width of slip road at Brickworth
Junction - To be deferred for discussion at a later
meeting when the councillor particularly concerned is
present. Broadband for Whiteparish - Peter Green reported
that BT had announced that, due to the large number of
exchanges to be modified, the ready for service date for
Whiteparish has been put back to 28th July 2004. Floral
tubs for the village - SDC are no longer supplying these.
3 tubs have been purchased by the Parish Council and
Courtens have agreed to fill them at a reasonable rate.
Sponsorship for this cost to be sought within the
village. Dumping of hardcore and other works in field at
corner of Hop Gardens & Newton Lane - It was agreed
at the Southern Area Planning Committee that the owner be
requested to dismantle and restore to original condition.
Whiteparish Charity
Mr. Chesney Carpenter was re-appointed as a
trustee of Whiteparish Charity.
Safety outside the School
Although most of the roads in Whiteparish appear
to have been gritted within the last week, it is believed
that Common Road is still not on the regular gritting
route for WCC. Clerk to pursue. The support of the bus
company to be sought.
Rights of Way
Jenny Threadgold reported that there have been
complaints of dog fouling of the footpath from opposite
the school across to Doves Lane. School children use this
path and residents are asked to clear up behind their
dogs.
Bus stops
Following a suggestion to move the bus stop
opposite the school and site a bus stop pole at the top
of Clay Street, the PC decided against this. Complaints
have been received about the new bus stop pole on the
triangle outside the shop. The PC agreed to request that
this pole be removed and that real bus time information
be displayed in the bus shelter. The Clerk to investigate
and report back next meeting.
Planning
Waste transfer facility and recycling centre
planned for Sole Hill Farm, Sherfield English - the PC
agreed to write to Hampshire County Council to object to
this planning application due to the extra traffic it
will bring to Whiteparish. Individuals are also
encouraged to write - the application number is TVS
00121/5 and the address is HCC, Environment Dept., The
Castle, Winchester, SO23 8UD. Objections need to be
received by 13th February 2004.
Environment
The village hall is to be expanded in the
planned refurbishment and the space now occupied by the
skips for rubbish to be recycled is needed for parking.
It is therefore possible that the skips will be removed
from the village unless an alternative site is found for
them. It is likely that SDC will be providing doorstep
collection of rubbish for recycling in the next few
years; however, meanwhile the PC is looking at
alternative sites within the village. Any suggestions
welcome - however, the site must be accessible for
lorries to pick up the skips and within walking distance
of the village centre.
The paint on the railings opposite Courtens Garden Centre
is flaking and there are gaps between the rails and
uprights. To be reported.
Some fridges have been dumped in a track off Parkwater
Road. Also there is litter along Common Road. Both these
have been reported to SDC. Rubbish has been left in the
old road opposite Brickworth Lodge after the departure of
the travellers; to be reported.
Estate agents to be requested to remove their long
standing, out-of-date advertisement signs on the Common
at the top of Clay Street.
WCC to be asked to fit the missing finger to the signpost
opposite the shop. This was retrieved by PC Alan Day.

Next Meeting
Villagers are encouraged to attend the Annual
Parish Meeting which will be held at 7.30 pm on Thursday,
18th March, 2004 in the Village Hall. Please inform the
Clerk of any topics you wish to discuss so that an agenda
can be issued. The next Parish Council meeting will
follow the Annual Parish Meeting.
