PARISH COUNCIL NOTES
From the meeting held 18th March 2004 in the Village Hall

Annual Parish Meeting
Eight members of the public attended the Annual Parish Meeting which was held before the Parish Council meeting. Matters raised were: Phil Lazarus showed diagrams of the current and proposed route of footpath 6 through Lion Cottage garden (off Common Road). Neighbours, WCC footpath warden and users of the footpath have been consulted and there are no objections. Ian Davies spoke about his planning application to demolish and build a new property at Cowesfield Park. Julian Fall asked whether there had been any progress on improving the sight lines on Common Road. The Chairman reported that results of various investigations with WCC were not acceptable to the village. Mr. Fall repeated his suggestions and the Chairman replied that these would be borne in mind in future.
The Annual Parish Meeting closed at 7.55 pm and the Parish Council Meeting commenced then.

Matters Arising from last meeting
Floral tubs for the village - Jewsons have kindly agreed to sponsor the filling of two tubs and Lascars one tub. Dumping of hardcore and other works in field at corner of Hop Gardens & Newton Lane - Some equipment and fence panels have been moved. Gritting on Common Road outside the School - It was agreed to write to the Director of Environmental Services at WCC with a formal request that Common Road be scheduled for regular gritting. Dog fouling of footpaths - It has been confirmed by WCC that fouling of footpaths as well as street pavements is illegal. Residents are reminded that free bags for the collection of dog faeces are available in the shop. Please clean up after your dog. More reminder notices to be posted. Rubbish on the old road opposite Brickworth Lodge - quotes have been obtained by SDC from a contractor to clear up the large amount of rubbish. New Parish Council noticeboard - Councillors expressed their approval of the new noticeboard. Peter Green to supply a header poster. Seat at the top of Clay Street - It was agreed that the re-siting of the bench had been well done and a quote of £30 to patch up and re-seal the seat was accepted. Missing fingerpost opposite the shop - this has been collected by WCC but not yet fitted Railings around pond opposite Courtens - to be reported again to Clarence and the fact that the wrong priming paint had been used originally. Levelling of football pitch - the final levelling has been carried out. Re-seeding yet to be done.

Finance
It was agreed to renew the £25 subscription to CPRE. Request for increased contribution to churchyard maintenance - councillors agreed to contribute £900 towards the cost of cutting the grass. It was agreed to accept the quotation from Sodexho for grass cutting on the Memorial Ground but ask for a rebate for the new extension to the ground which will not need the first one or two cuts while the new grass grows. The PC will ask for tenders for this work next year (to commence March 2005 - tenders to be requested autumn 2004).

Rights of Way
It was agreed in principle to support the request to divert footpath 6 within Lion Cottage garden, Common Road. The South Wiltshire Ramblers have erected three new stiles on footpath 34 near Gills Hole (near Titchborne Farm) and placed waymarkers. They have also cleared some paths in the Parkwater Road area - particularly the entrance to path 27. The Clerk to thank them for their work.

Bus stops
The new "intelligent flag" bus pole opposite the shop is part of the Real Time Passenger Information programme and is for Southampton-bound buses. It is a standard county-wide design. Salisbury-bound information will be displayed in the bus shelter. It was decided to request re-siting of the Southampton-bound pole, possibly next to the bus shelter.

Planning
Discussion took place on an outline application for residential development at The Ferns (BKG), Common Road. It was decided to object. Review of Parish Council procedures for assessing planning applications - Advice received from SDC was not clear. It was decided to consult Wiltshire Association of Local Councils and the legal specialist who writes for the magazine "Clerks & Councils Direct" for clarification. Meanwhile all planning applications sent to the Parish Council for consultation will be assessed at open meetings of the Planning Committee. These meetings will be advertised on the Parish Council noticeboard, giving three clear days' notice. SDC Changes to their planning procedures - It was decided to object in the strongest terms to SDC new procedures which are considered to be undemocratic as they do not allow as much consultation with Parish Councils.

Next Meeting
Villagers are very welcome to attend the Parish Council Annual General Meeting which will be held at 7.30 pm on Thursday, 6th May, 2004 in the Village Hall where they will be able to speak at the discretion of the Chairman.
