PARISH COUNCIL NOTES
From the meeting held 9th June 2004 in the
Village Hall
Matters Arising from last meeting
Floral tubs for the village - Tubs have been
filled and will shortly be put out. Dumping of hardcore
and other works in field at corner of Hop Gardens &
Newton Lane - The new entrance blocks the footpath; WCC
Footpath Warden to pursue this. (Also other blockages on
this path). Levelling and re-seeding of football ground -
A letter of complaint is being sent that no fertiliser
has been spread so the grass is poor. "Intelligent
flag" bus stop pole opposite the shop - A letter had
been received from Dr. Peter Claydon expressing similar
opposition to the pole as that felt by the PC.
Finance
Further advice received from the National
Advice Service of HM Customs & Excise, suggests that
it may not be possible for the Parish Council to reclaim
the VAT payable on refurbishments to the village hall.
This is because although the PC is the sole custodian
trustee, it is not the sole managing trustee: this
function is carried out by the Village Hall Management
Committee. Final confirmation is awaited. Expenses
incurred by Parish Councillors attending PC-related
meetings and training courses - It was resolved that
attendance at such functions would be by invitation of
the Chairman and that all reasonable costs of travel,
subsistence and course fees would be paid if approved by
a meeting of the PC, or if this is not possible, by the
Chairman. Wiltshire and Swindon Waste Local Plan 2011 -
Inspector's Report - It was agreed to send for a copy of
this report (price £13 + £5 p & p). Quentin Hedley
gave a brief summary of the main points; it is thought to
be favourable to Whiteparish.
Rights of Way
Colin Bray reported that several new stiles
and signs had been installed on footpaths near Parkwater
and Bunny Lane. Where footpath 36 joins the A27, it is
very churned up and difficult to walk; to be reported to
the WCC Footpath Warden.
Planning
Certificate of Lawfulness of occupancy in
breach of agricultural tie condition - before the meeting
Mr. J. Bryant expressed his strong opposition to the
application for the granting of such a certificate
recently. He stated that the system is open to disregard
and asked who is monitoring the situation. The Chairman
replied that the PC are also extremely disappointed at
the lack of control of properties which have an
agricultural tie. SDC are responsible for monitoring this
but seem unable to supply a list of such properties in
Whiteparish. A letter to be sent to SDC protesting about
the situation and to remind them of the request for a
list. County Councillor Bill Moss and District Councillor
Leo Randall also offered to follow this up.
Village Hall refurbishment
Peter Green commended the plans of the
village hall refurbishments to the PC; most councillors
had already had a chance to view them. It was agreed that
the neighbours should be consulted. The PC agreed to
support the plans at this stage and to make the planning
application.
Memorial Ground Trust
Sports Directory 2004 - A new edition of
"Get, Set .. Go!" which features 140 sports
clubs, information on sports centres, disability sports
contacts, etc. is now available from Karlene Payne,
Sports & Community Officer at SDC on 01722 434437.
Planning Applications for the Multi User Games Area and
the renewal of the planning approval for land adjacent
the surgery to be made by the PC. Information to complete
the applications awaited from the Trust.
Environment
Quentin Hedley reported on a meeting of the
Biffa Liaison Group. More chalk is needed to provide
sufficient cover over the rubble; the subcontractor has
been finding it difficult to obtain enough topsoil. It is
hoped to finish landscaping by next summer. It was agreed
that the PC write to Biffa to express their
disappointment and dismay that it is taking so long to
restore the site and that it seems impossible to supply
topsoil. Letter to be copied to WCC. Horse warning signs
in Common Road - An incident occurred between a lorry and
a rider and horse. A request to be made that the horse
warning sign on coming towards the village be moved from
next to the A36 to near the old garage site. The sign on
exiting the village to be cleared of vegetation. Rubbish
from fish & chip van in Green Close - Colin Bray
offered to speak to the owner about the paper and cans
thrown on the ground.
Next Meeting
Villagers are very welcome to attend the
next meeting which will be held at 7.30 pm on Thursday,
22nd July, 2004 in the Village Hall where they will be
able to speak at the discretion of the Chairman. Please

and wish to raise any village matter
